Yes. A care plan can be covered by rotating nurses using 8-hour, 12-hour or other approved shift patterns, with handover information shared across the authorized team.
The intended design is to flag documentation exceptions for review. Clinical priorities, emergencies, connectivity problems and other legitimate circumstances need a human review path.
The tier is intended to summarize the depth of completed verification and platform reliability signals. The exact underlying checks remain visible so clients can understand what was actually verified.
